EU Single-Use Plastics and PPWR: Foodservice Buyer Checks

ARBONYXPACK · EU packaging procurement · reviewed October 2026

An EU packaging order needs more than a change from a conventional plastic label to a “compostable” label. Start with the product category, complete material construction, country of sale and the date on which the pack will be placed on the market.

SUP applies different measures to different items

The Single-Use Plastics Directive covers specified product categories, including food containers, beverage cups, plates, cutlery, straws and stirrers. Some measures restrict placing products on the market; others concern consumption, marking or producer responsibility. There is no single rule saying that every foodservice container is banned or permitted.

Bio-based plastic is still plastic for this assessment

The European Commission states that bio-based and biodegradable plastics are treated as plastic under SUP market restrictions. A compostability certificate is therefore not a blanket exemption. Record coatings, linings, lids and components rather than judging the pack from the main material name alone.

Keep PPWR in a separate compliance record

The Packaging and Packaging Waste Regulation began applying from 12 August 2026 and covers packaging more broadly. Requirements phase in on different dates. Its food-contact PFAS limits are relevant now, while other packaging design, reuse and waste-prevention measures follow their own timetables. Do not apply every future measure as if it already has the same deadline.

Build a product-specific purchasing checklist

Ask the importer to identify applicable national requirements and the intended use of each item. Keep a construction description, dimensions, product references, required test evidence, disposal wording and the relevant dates in the order file. Check a matched lid or printed revision as part of the assembly. An educational guide does not replace a product-specific compliance assessment.
